What Do C1, C2, C3 and FI Mean?

An Electrical Installation Condition Report uses classifications to explain the significance of its observations. Read each code alongside the written finding and the inspector’s advice.

C1 — Danger Present

A C1 observation identifies an existing danger and risk of injury. Immediate action is required.

The inspector should explain the issue and the action taken or needed to address it.

C2 — Potentially Dangerous

A C2 observation identifies a potentially dangerous condition requiring urgent remedial action.

It should be addressed promptly, even where equipment appears to operate normally.

C3 — Improvement Recommended

A C3 observation recommends an improvement. A C3 finding alone does not make the overall report unsatisfactory.

Discuss the recommended improvement and its practical benefits with the inspector.

FI — Further Investigation Required Without Delay

An FI observation means investigation is needed to establish the nature or extent of a concern.

It should not be treated as confirmation that the issue is safe.

What Makes a Report Unsatisfactory?

C1, C2 or FI observations result in an unsatisfactory assessment. Ask the inspector to explain the priorities and necessary next steps.
